Um, it's not a felony, or even illegal.  Using the USPS for chain letters 
of the sort that involve money is illegal, yes, and email ones are against
the AUP of just about every site in existence, but not illegal.

Now, if we could get rank stupidity declared a felony, that would solve 
this problem and a number of others!
