They give out the new grey cable modems to all new roadrunner accounts.
I don't know the details about the additional upstream bandwidth.

As for static ips, my ip address hasn't changed in a long while. I
haven't run login in months, but I think you still have to do it every
time the ip changes. I don't think paying for a business rate is worth
it.

Performance has actually been pretty well recently.
